Finance Staff

John Hulsey, Finance Director                                Jhulsey@jacksoncountygov.com     John has been with Jackson County since 1998 where he later became the county's first Finance Director.   Serving in this capacity, John is responsible for the many aspects of financial management in such areas as debt, budgeting, accounting, project management, etc.  John holds a Master's degree in public administration from North Georgia College & State University where he graduated with distinction.  Previously, he received a Bachelor's degree in accounting from North Georgia College & State University (1999) and an Associate's degree in accounting from Gainesville College (1995).   John also holds certification as a Local Government Finance Officer from the University of Georgia's Carl Vinson Institute of Government for Levels I & II.  John is also a member of the Georgia Government Finance Officers Association and the Pi Gammu Mu, Pi Sigma Alpha, and Phi Kappa Phi honor societies.
	Logan Propes, Fiscal Analyst Lpropes@jacksoncountygov.com Logan joined the Jackson County government in 2006 as the Fiscal/Budget Analyst.  His responsibilities include managing the budget and analyzing all aspects of the county's finances.  Prior to joining Jackson County, he worked in both federal and local government.  Logan holds a Master's degree in public administration from North Georgia College & State University (2007), a Bachelor's degree in political science from North Georgia College & State University (2004), and an Associate's degree in Business Administration from Gainesville College (2002).  He has received certification as a government finance officer from the University of Georgia's Carl Vinson Institute of Government.  Logan belongs to the Georgia Government Finance Officers Association along with the Pi Gamma Mu and Pi Sigma Alpha honor societies.
	Sherry Miller, Payroll Coordinator Smiller@jacksoncountygov.com   Sherry has been with Jackson County since 1992.  She is responsible for payroll processing for all county employees that fall under the BOC.  Sherry holds Government Finance Officer Certification Levels I & II from the University of Georgia's Carl Vinson Institute of Government.  She is also a member of the Georgia Government Finance Officer's Association.  Previously, Sherry majored in accounting (1997) and office administration (1990) at Athens Technical College.
Connie Rampey, Accounting Technician                            crampey@jacksoncountygov.com Connie has been with Jackson County since May 2010. She is responsible for various accounting duties and has 20 years accounting experience. Connie holds a Bachelor’s degree in Business Administration from the University of Phoenix (2010) and an Associates degree in Accounting from the University of Phoenix (2008).
	Jessica Peck, Accounting Technician/Receptionist                             jpeck@jacksoncountygov.com Jessica has been with Jackson County  since April, 2005.  She joined the Finance staff in December, 2009 after working for the Jackson County Recreation Department for over four years.  Her position in the Finance Department is Accounting Technician/Receptionist, which entails directing the public to the correct county department or agency within the Administration building or through the phone directory.  Jessica also assists the Finance Department by processing account transactions.
Pam Berry, Accounts Payable Technician                         Pberry@jacksoncountygov.com Pam has been with Jackson County since 2003 and serves as the Receptionist/Accounting Technician. As the receptionist she is responsible for directing the public to the correct county department within the Administration building or through the phone directory.   Pam also assists the Finance Department by working by processing account transactions.  Pam is a graduate of Berkmar High School in Lilburn.
	Gail Saylors, Accounting Technician   Gsaylors@jacksoncountygov.com Gail Saylors works as an Accounting Technician for the Finance Department where she processes accounts receivable.  Gail is retired from General Motors and has over 20 years of accounting experience and middle management.  Previously Gail attended Hunterdon Community College in Hunterdon, New Jersey.
